ENGINEERING SERVICES INVITATION TO RESPOND TO A “REQUEST FOR QUALIFICATIONS” (RFQ)
The Three Community Water Supply Co. (TCWSC) is seeking to enter into an engineering services contract with a Texas state-registered engineering firm. The TCWSC is in the process of applying for funding through the Texas Water Development Board (TWDB). Interested firms may submit an RFQ according to the following criteria. The TCWSC reserves the right to accept or reject any or all proposals for any reason deemed to be in the best interest of the TCWSC.
Project Description: One 6 to 10-inch dia. well approx. 730-feet deep; a 5,000-gallon pressure tank replace the 44,000-gal. bolted with a 60,000-gal. welded steel tank; 2-15 Hp service pumps; Building at Plant #1 replace. Rehab Tank interior, hatches - rehab or replaced. Replace approx. 11 miles of pipe. Includes: 2 road bores, 5 creek crossings. 27 fire hydrants and appurtenances.
Engineering Scope of Work and Duties Include (This Section Shall be required in the Contract with the TCWSC in order to be considered for selection):
•
Prepare and submit: Preliminary Engineering; Engineering Feasibility Report and final design plans and specifications.
•
Prepare the bid packet and construction documents.
•
Construction phase engineering and inspections (including: interim and final)
•
Other special services as may be required
•
The Engineering firm must be able to produce all designs, specifications and plans and, receive approval or be actively working with TWDB and TCEQ to receive approval, prior to the contract issuance by the TWDB.
•
The Engineering Firm is required to contact the TWDB Engineer and TCEQ Engineer monthly by phone and email to maintain open lines of communication with all parties working on the project.
•
The Engineer shall include the TCWSC and the TCWSC Project Manager on all email communications and submissions to the TWDB and TCEQ.
•
All work, reports and activities shall be done in accordance with and consistent with requirements of the Texas Water Development Board (TWDB) and the Texas Commission on Environmental Quality (TCEQ).
•
A demand for payment or refusal to do work required in this scope of work, prior to the signing of the TWDB Funding Contract, will be grounds for the Engineering Services Contract cancelation.
I.
Statement of Qualifications: The TCWSC, is seeking to contract with a competent engineering firm, registered to practice in the State of Texas, which has and provides documentation for experience in the following areas:
•
Experience working with TCEQ on Public Drinking Water systems Treatment Plant projects and resolving compliance issues.
•
Experience with TWDB-funded construction projects and compliance with SRF requirements.
•
Experience with Projects located in this region of the state.
•
Experience with Projects incorporating design and construction using “pipe-bursting”, horizontal directional drilling (HDD), open trenching using HDPE fusible piping, and “permeable pavement”
Please provide within your proposal a list of projects with contact information, and resumes of all engineers who will or may be assigned to this project.
II.
Dateline For Submission: If your firm is interested in being considered for this project, proposals must be received no later than 4:00 PM on Thursday, December 5, 2024, at the Three Community WSC, P.O. Box 228, Brownsboro, Texas 75756. One (1) copy of the proposal must be sealed and clearly marked on the face of the shipping material “TWDB ENGINERRING RFQ”.

The TCWSC reserves the right to negotiate with any and all engineers or firms that submit proposals, as per the Texas Professional Services Act. Qualified SBE, MBE and WBE firms are encouraged to submit proposals in response to this invitation. The TCWSC affords Affirmative Actions to qualified small, minority and women-owned businesses. Please note that the successful respondent is required to make a “good faith effort” toward affording opportunity for qualified SBE, MBE and WBE participation and submit, if required, supporting documentation to the TWDB.

Additional Information
A.
This contract is contingent upon release of funds from the Texas Water Development Board (TWDB).
B.
Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a part to this, RFQ, or any resulting contract.
C.
This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps.
